HARTMANN, Richard Paul, age 85, of Kettering, OH and Bradenton, FL, passed away on Sunday, March 8, 2020. Richard was born on September 4, 1934 in Terre Haute, IN to the late Albert and Therese Hartmann. “Dick” graduated from Capital University where he earned his BA in Economics in 1956 and was commissioned a US Naval Reserve Officer and served on active duty for 3½ years as a Surface Warfare Officer and Deep Sea Diver. He then served in the Ready Reserves for an additional 28 years; retiring as Captain USNR in 1987. Upon release from active duty in January 1960, he and his family resided in Oakwood, Ohio until 1968. He was employed by Battelle & Battelle, a CPA firm, for nine years. On February 1, 1970 he started his own firm where he practiced in Kettering until December 31, 1997. He merged with the CPA firm of Hammermann, Graf, Hughes & Co. Inc.

Dick was dedicated to community and civic affairs and served on various boards and committees. He was associated with the Chamber of Commerce in both Kettering, and Dayton, serving as president of the Kettering Chamber of Commerce 1971-1976. He served as an adviser to Jr. Achievement and as president of Kettering Holiday at Home. He was selected as Co-Grand Marshal of H@H in 2002 with Marcia Hartmann. Richard was recognized by his alma mater with the Varsity “C” Crusader Distinguished Service Award, the Hugo Wenzel Award, and the Alumni Distinguished Service Award in 1992 and again in 2002. He served on the Board of Trustees at Capital for 18 years. He served as president of the Kettering-Oakwood Exchange Club. In February of 1998 he was named the Exchangite of the Year for 1997-1998. The Suburban South selection committee named him Citizen of the Year in Suburban South in 1978. The Kiwanis Club of Kettering also named him Citizen of the Year in Kettering ln 1998. Dick was a member of the Association of the United States Navy and AmVets, American Legion Post 598, VFW Post 9927, US Navy Memorial Foundation, a charter member of Miami Valley Military Affairs Association, and a 2012 inductee into the Ohio Veterans Hall of Fame.

Richard spent 20 years in public service, 12 years as a member of Kettering’s City Council and 8 years as Mayor. He is past president of the Montgomery and Greene County Mayors and City Managers Association. He served on the Dayton Human Service Levy Council and Children's Trust Fund Board. As mayor, he was very active with the US Conference of Mayors, the most significant committee being the ''Task Force for Base Closure." He participated in the International Base Closing Conference sponsored by the Bonn Germany International Center for Conversion and visited sites in Germany and Poland.

He served on the board of Kettering Medical Center Foundation. He was the co-chairman of a national fundraising campaign for Capital University, Chairman of the vision committee for the Lutheran School of the Miami Valley and treasurer of the Southern Ohio synod of the Evangelical Lutheran Church in America. He served on the supervisory committee for the Day Air Credit Union board of directors in Kettering. He was instrumental in helping develop the City of Kettering’s Veterans Memorial Plaza and Charles F. Kettering History Walk. He assisted in volunteer efforts for We Care Arts, an organization in the Dayton area which assists mental, emotional and physically challenged individuals to cope with their challenges. He enjoyed golfing, fishing, fitness walking and family.

Richard was predeceased by his brother, John Hartmann; his wife of 47 years, Marcia; and his daughter-in-law Roberta. He is survived by his wife, Mona (nee Upp); 3 sons, Rick (Pam) of Houston, TX and their children Drew (Nancy) and their daughter Cayla of Cullman, AL, and Jennifer Hartmann and her son Logan Stepler of Dallas, TX; Jeff (Ann) of Highlands, NJ and their children Emma and her fiancé Matt Sergeant of Little Silver, NJ, and Lily of New York City; and Roger (Suzy) of LaFollette, TN, and their children Amy of Columbus, OH, Scott of Dayton, OH, and Kelly (Shane) Wellman of Hilliard, OH.

Family will greet friends 4-7:00PM on Friday, March 13, at Routsong Funeral Home, 2100 E Stroop Rd, Kettering. A Funeral Service will be held the following morning at 11:00AM at Good Shepherd Lutheran Church, 901 E Stroop Rd, Kettering.
